A spokeswoman for Russia's Energy Ministry on Tuesday said that the time for OPEC and non-OPEC meeting to talk about oil output deal is still being discussed.
The spokeswoman also said that Energy Minister Alexander Novak had said that the country does not participate in OPEC meetings. The minister was quoted on Tuesday as saying that he would not attend OPEC meeting in Vienna on November 30.
