Russia's central bank governor Elvira Nabiullina on Wednesday said that as expected, inflation was declining but reiterated that it was not easy to reach the 4 percent inflation target.
Nabiullina made the remarks at the meeting with the parliament, adding that rates must be kept above inflation.
Russia's central bank has targeted 4 percent inflation by the end of this year.
