As expected, the European Central Bank left the refi rate at 0.00 percent and the marginal lending facility rate at -0.50 percent. Following the announcement, the euro changed little against its major counterparts. The euro was trading at 1.1706 against the greenback, 122.11 against the yen, 1.0683 against the franc and 0.9050 against the pound around 8:46 am ET.
